Suritec, a leader in intelligence and decision support systems based in Cape Town, South Africa, wanted to develop a multiINT fusion framework to support intelligence and operational theatre analysts in Activity Based Intelligence (ABI) and patterns-of-life analysis. The company’s HyperStar fuses intelligence gathered from different sources (mobile phones, short message services, radar and other electronic sensors) so users can monitor and manage operations from a central node. By using AGI’s STK Engine, Suritec was able to deliver a flexible, multi-INT- solution that enables nodal and geospatial pattern analysis of vehicular and personnel entities of interest. Developing the solution from scratch would have cost Suritec nearly $700k in time and resources.
The integrated solution is designed for Patterns-of-Life and ABI; growing paradigms as intelligence analysts are tasked to find information and patterns amid a sea of data. For example, a known marine poaching pattern is for RIB’s (rigid inflatable boats) to get close to the harbor and deposit their illicit catch in catch bags in shallow water. This allows the boat to enter the harbor and pass an inspection should they be inspected. Later in the night, divers retrieve the catch bags. The shellfish are exchanged for drugs out at sea and exported. The integrated HyperStar/STK solution was used to successfully demonstrate the power of using patterns-of-life analysis in alerting analysts when patterns such as an abnormal convergence of people and cars are found near the harbor at unusual hours.
The integrated HyperStar/STK solution uses AIS information to trigger an alert when a specific ship leaves the harbor.
