The RPO Specialized RBar and VBar/Natural Motion Circumnavigation to RBar Sequence

This strategy takes a spacecraft from an NMC to another relative orbital condition, the RBar. Similar to the NMC to VBar strategy, this sequence requires the NMC to cross the RBar.
